So I finally found and bought R9 290 Sapphire. I want to share this with others becasuse this is how it turns out when you dont care about your gpu condition. There is even paste on Vram. (facepalm). 

I want also your help. Does anyone know the thickness of these thermalpads?

Remove one, measure its thickness with calipers or a ruler at its thickest point.

Yes, isopropyl alcohol. Just make sure it's pure, ie. there are no additives in it.

Btw how would you clean rest of pcb ? I need something like Tech Yes City use to clean dirt from pcb and cooler itself and It need to be availeble in EU.

Could you upload more pictures, the ones you uploaded earlier didnt look like there was much dust in the fins, and you should only really need to blow it out with air.

just grab a toothpick or cotton swab and wipe it out. even if you dont its not a big deal. its gonna get dusty within 5 minute after you use it anyways.

Do you have any idea how messure Thermalpads thickness ? Someone already told me but Its stupid and It doesnt work.

I dont have wich I want to but I made it nother way but still I need some unique spray on pcb to clean it

Again, generally you dont need to do much more than to blow it off with air, the remaining dust isnt a big deal. If you really REALLY wanted to tho, people online suggest using a soft brush and gently going over it, I wouldn't do that but you can. I saw people say to use a toothbrush but that seems to rough and i would go for something like those really soft round face makeup brushes.
