Are you hosting large files? Are you using FTP to transfer files to the server? Are you connecting locally or remotely and is there a noticeable responsiveness difference between the two?

 

If you're hosting files for local use, IIS is the wrong solution. Use SMB instead (disclaimer, never use SMB over the internet though!).

Using http,https. File size isn't the issue its the responsiveness. Like it takes a bit to start downloading, or just doesn't connect at times. i'm using http file transferring for over the internet.
