1st Time Vanity Build - Need advice

So a friend has about $1800CAD to dump into a new system (no parts outside of the actual computer are needed, he already has periphs and screens and what not). Normally I wouldn't have any hesitation about which parts to purchase but he wants me to make aesthetics a high priority, even if it means sacrificing some his budget for performance. Once I have an initial list of parts we'll go over them together and make adjustments as needed but so far he has said he wants a nice looking case, with a nice side view and plenty of nooks and lanes to hide cables. Addressable RGB for all fans, an AIO that is also RGB and also addressable, and if the pump itself can have an animation on it, that's a bonus. We also talked about reactive lighting where the fans and the case itself can change color depending on what the screen is currently outputting.
 

I've spent the last decade avoiding any parts that didn't draw me more FPS so I'm a bit overwhelmed with the plethora of parts to choose from. The first initial build list I'd like to offer him will have an r5-3600 and a 5700xt (or something around that level of performance) and 16GB of memory. Pretty much the rest of the budget can go to unicorn pewp and aesthetics.
