thats the frequency the memory is running at and its basically how many read/writes per second the ram can do. in the past this had little to no effect on performance because a higher clock usually comes with higher latency but recently it is shown to have a significant impact for newer cpus. for ryzen 1000 and 2000 cpus its partly because their infinity fabric tickrate is tied to the memory tickrate but i think that is no longer the case for ryzen 3000 cpus

So is the 3rd option better than the 2nd option?

does it have better performance yes but its probably very small but at the same time 9 pounds is also a really small price difference so whether its worth it is hard to say for me

There is not enough information in the pic to know with certainty. While speed is very important, so to are timings, particularly CL. 

 

According to https://www.techpowerup.com/review/amd-zen-2-memory-performance-scaling-benchmark/, there can be up to 5% difference in fps between the two memory choices ask about. Given that the cost differential is almost 30%, it doesn't seem worth the added cost. But that is a personal choice.

80+ ratings certify electrical efficiency. Not quality.
