HELP Laptop CPU running at 85 degrees Celsius Idle

So I have been asigned a laptop at work that has been in the company for a few years already...It is a HP Probook 650 G1 with i7-4712mq and AMD 8750M
Well the issue is that the temps displayed by XTU are around 85 at idle while CPU utilization is just below 20% and the laptop is REALLY running hot most of the time...i tried to undervolt it a bit but achieved just a 5 degrees improvement...I also tried to open it and see if it maybe has a bunch of dust built up inside but it was quite clean(to my surprise)...what is also interesting is the fact that Active Core Count in XTU shows just 1 all the time even through it has 4 cores total...my initial thoughts were that the TMI had dried out but the heatsink was quite hot and the fan had been blowing hot air as well so the heat transfer from cpu and gpu is OK IMO(not sure bout that)
If you have any suggestions about how i should treat this laptop to improve its thermals, i would be very pleased if you shared them with me.

then it's not hot enough.
