The rx 5700 is software limited to only be able to overclock to 1850mhz (hits this easy) sadly so you wont get much of an overclock, for ram is 100% worth it to spend the extra few $'s on 3200mhz cl16 but you could just oc a 3000 kit to 3200 easy aswell.

8700K @ 5.2ghz 1.29V, 4x8 Rev.E @ 4040 13-20-20-39 1.7V.

You will need to make sure that board has the latest bios. The B450M Mortar has bios flashback so if that is in your budget then I would take that one.

I wouldn't spend 100 Euros on a cooler for a 6 core cpu. Something like an Arctic Freezer 34 esports duo would be fine (Or try the stock first).

Just be aware that the blower cooler on the 5700 won't be as good as 3rd party versions when they release (probably next month). Also as mentioned by alatron the 5700 is gimped for overclocking. I would push for the 5700XT.
