I'd go for the GPU upgrade.

it depends on you, i am sure the 1080 wont bottle neck that cpu or not by much, so if you want better graphics quality then thats your best upgrade

upgrading the cpu wont do much for games, only productivity, or cpu intensive tasks

I see no point going for Ryzen when you still have upgrade path left with Intel. Like going for 7700k with decent cooler regardless of can you OC or not. Will be cheaper, will be fine for next several years. Unless you are doing semi-professional work with that PC and better hardware would directly improve your efficiency.

well the 7700k costs more than going for the ryzen  by about £50 including the new motherboard cost and from there has no future upgrade path

how do I tell because when I am playing games both my CPU and CPU are at about 100%

thats a bit strange, i am running a similarly clockled 7700hq and i can see there is room for improvement with a 1070, but maybe thats just me, 

i am just using my cpu as reference, i am sure you can check online somewhere to see if it bottle necks, there used to be an official list somewhere on the forum

Used? Really? How bad are used markets in UK if 2 year old CPU costs more than getting almost full platform change.

well used is about the same , maybe £10 - £20 less if your lucky but other than that yea its about £300 on average and i can do the full ryzen + mobo upgrade for £280
