I have a budget for an RTX 2060. What GPU would you recommend instead?

Must be close to the price of the 2060 but can go a little bit more.

AMD's new offerings July 7th will be quite competitive, in the meantime the Vega 56 is a nice affordable option for good performance, if your PSU is up to the task.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Draws 400 watts under max load, for reference.

 

How many watts do I need? ATX 3.0 & PCIe 5.0 spec, PSU misconceptions, protections explained, group reg is bad

Anything above the RX 570 in budget should just go to NVIDIA, since their performance is noticeably better, they're cooler and require less power; there's no real point in goin AMD above the $150ish range ($110 for RX 570 4gb).  The Super RTX cards are comin out, so look at them upon release, especially since they're upgradin their VRAM and clock speeds.  They might've also fixed their plethora of issues w/their cards, but only tests will tell for sure.
