CS:GO stutters despite having resources.

Hi. First of all this is my config: i7 7700HQ, 8gb ddr4 ram, GTX 1050 2gb, 256 WD Blue m2 sata, 5400rpm 1tb hard drive (don't know brand).

Now while playing CS:GO at a given time it just starts stuttering for no reason, looking at the resource monitor while playing the cpu only gets to around 55% max and the gpu to around 78%-80% max and there is plenty of ram available, settings are all on ultra just like they were before. I have no idea what could have happened but now the game stutters but before it didn't.

Any idea what could cause this? And what is the fix for the problem?
