That PSU is well over 2x what you need, you could easily overclock the crap out of the system and still not come near maxing out a 600 watt PSU. I would highly suggest chopping the PSU way down and putting the extra cash towards something else.

What resolution? What refresh rate?

What games and what target FPS?

Not as is.

There is insufficient storage.

The psu is not right. You should be looking at a 650W - 750W 80+ Gold psu.

The cpu cooler will not offer much, if any overclocking headroom.

1080p, 1440 or 4K? 60, 90, 120 or 144hz?

Going for 30, 60, 90 or over 100FPS for what games? Just give one or two to give an indication of what experience your aiming for.

Other than that PSU is too much, cool is weak for the CPU and your going to need more storage, I suggest a cheap 1TB SSD and a smaller boot M.2 if you need to save some cash.

Same CPU (9700K) and RTX2080

Top of the line AIO cooler for the 9700K

Better motherboard, more SSD storage

3600Mhz CL19 is silly, Intel isn't as sensitive to RAM speed as Ryzen, a good 3200Mhz kit will do

Meshify C for maximum airflow to feed the cooler radiator

Bitfenix's best offering for 750W and fully modular PSU

Not sure which country in the EU you're from, these are German prices

I think things may be a bit too tight. The Meshify C has a gpu length limit of 315 mm (with front fan mounted). The gpu length is listed as 286.5 mm. The Kraken X62 has to be mounted in the front and the radiator is 30 mm thick.

Good point, I just checked the Gigabyte website, and the Windforce card is 280.5mm, I guess going for that will fit? Also saves a couple bucks as the Windforce is cheaper anyway.

1080p, 144hz refresh rate, and 100 fps would be amazing, but i can't seem to find 1tb ssds, and on amazon i found  them for 100 $ but i have bad experience buying from online stores so i probably won't be buying a 1tb ssd, what about getting 500 ssd and 1tb hdd?

Perfectly fine, I have the same setup currently on my system. In fact most people run an SSD for the OS and regularly opened apps to keep everything snappy while the HDD handles long-term storage or less frequently used files.

i've found a new pc, i edited it. Do you think the overall specs are good for this pc and for my games , since im not an IT guy and have been bamboozled once buying an alienware m15x for 2000 euros and not enjoying it. :/ how do you think could the pc run the games at 100 - 60 fps and could i stream , because i've heard intel i9 is good for streaming?

Corsair VS PSU is not very good, I wouldn't want that anywhere near a 9900K unless its just for troubleshooting.

Also the 212 Evo is not good enough to cool the 9900K, that chip runs hot as hell. Consider at least a budget AIO or some strong air coolers like a be quiet! Dark Rock Pro 4 or Noctua D15.

PSU Tier List, not a definitive guide but a good starting point. Since you're getting an obviously pretty high-end system, get something from at least Tier B or better (preferably Tier A obviously)

CPU Cooler Tier List, again wouldn't call it an absolute gospel but gives you an idea of what you're paying for and how good it might cool your CPU (a hot one, 9900K needs lots of cooling)

CPU: AMD Ryzen 5 3600  Heatsink: ID-Cooling Frostflow X GPU: Zotac GTX 1060 Mini 6GB RAM: KLEVV Bolt 3600Mhz (2x8GB) Mobo: ASUS B550-F ROG Strix (Wifi)  Case: Fractal Design Meshify C PSU: Deepcool DQ-M-V2L

In terms of value, I would never recommend a pre-built over building it on your own.

The Lenovo Legion tower doesn't want to tell me the motherboard they use & the fact they list a 500W adapter makes me question how easy it is to make upgrades in the future

The MSI Infinite from their website are listing pretty old hardware (7th gen Intel, GTX1080) for the price.

CPU: AMD Ryzen 5 3600  Heatsink: ID-Cooling Frostflow X GPU: Zotac GTX 1060 Mini 6GB RAM: KLEVV Bolt 3600Mhz (2x8GB) Mobo: ASUS B550-F ROG Strix (Wifi)  Case: Fractal Design Meshify C PSU: Deepcool DQ-M-V2L

At the low end branded pc often offer better value. But once you get up past ~850 euro one can generally get better quality and / or performance for the same budget.
