So what is your current budget and what do you need? Zen 2 CPUs are coming out in a few weeks. You can get R5 3600x with a decent mobo and 16 gigs of RAM, it will last you for 4-5 years.

I'd wait for the new chipsets / CPUs to become available, that's granted.

But if you absolutely need it NOW, I guess you could go with an X470 motherboard (B450 if you're on really tight budget), a decent 16Gb DDR4 kit at around 3000/3200 Mhz and maybe a Ryzen 3 2200G or Ryzen 5 2400G: having more than capable IGPs, these chips could eliminate the need for a graphics card until you're ready to buy the one you want.

Down the line, you could easily upgrade to a 2600 / 3600.
