Some questions about WD VelociRaptor hard drive caddies

I want to use these caddies with an SSD but when I removed the VelociRaptor hard drives, this stuff was underneath. The bottoms of the hard drives were also a little sticky with some kind of leftover residue.

Could it be...

Insulating material (to avoid shorts on the board) and maybe thermal pads (to transfer away some heat)?
