so I built a new pc and i accidentally put the water cooler the wrong way so the nzxt was the wrong way. i switched it withought fresh thermal paste. i have new stuff coming tomorrow but i cant tell if im thermal throttling or what. when i first booted it everything was fine. i got my things downloaded then i download cinebench run a base test and get around 3800 then i go and do overclocks and get up to 4.150 ghz and 3466 on the memory and get a score around 4200 at around 70c. so i think everything is fine and i go to lower voltage cuz it was on auto. i do that and run cinebench and get a 3200. so i go back fix it back to auto and run cinebech again with an even lower score with higher thermals. so i decide ill order some new paste and remove the overclocked cpu back to normal. i do this run cinebench again and get a 2900 when my original base was 3800. so i just go and play some games. i boot r6s and get into the game then all of a sudden I have what seems to be a 1 second noit milisecond, second response time. i dont know whats happening because i have a great gpu. so i play csgo and i havve around 100 fps at 1080p AND I HAVE A FREAKING VEGA 56 SO WTF.(rainbow 6 was even worse.) i run a whole bunch more tests and cant figure it out. it seems like my cpu is getting worse and worse and ive had it 1 day. i have no overcocks and im just waiting for the noctua thermal paste.

      so after all of that heres the question why are my games running slower than my old i5 7400 1060 3gb build and how can i fix it. do i just need the thermals fixed because im only hitting around 70c on all cores. also i keep crashing in my games so i think my gpu is broken too. 

TL;DR: i think my cpu is throttling rainbow has very low fps and 1 full second response time and csgo is at 100 fps.)

If you've removed your overclock then I would reset CMOS and set the memory speed.  Test again.

What 3600 kit do you have?  What is its CAS latency?

Where are you getting that reading, thats half of 3466 so depending on what software you are using to check it will report half of your actual.

Did you reset your CMOS?

 

And you didn't answer the question:  What CAS latency is your RAM kit.

Check the manual.  It's three posts with a jumper that you move to clear the CMOS.
