The H7 has a 120mm fan, the M9i has a 92mm fan. If your case can fit the H7, then that has better performance from what I can see

The H7 is better but either would work. 

Fan speed is only one factor out of many the determine cooling performance.

 

What case and ram are you using?

Where are you shopping / located?

I must be missing something here. Everywhere I'm looking the C7 is $100+ USD, not what I'd call cheap.

i asked the seller, h7 wont fit

did u mean ram size? i m not sure, but the local seller said it wont fit

Speed is irrelevant, and result of the fan size being different. H7 still cools better. Usually smaller fans spin faster in order to match airflow rate to bigger ones.
