didn't you ask here earlier on already?

If you're just delaying purchase again and again, might as well see what Zen 2 will bring on AM4 and decide whether wait for Threadripper variants.

Those 2 things are unrelated. Breaking a usb header isn't going to cause your cpu useage to go up to 100%. What you wanna do is look in taskmanager, processes and sort on cpu to see what is using it. If it isn't showing up go to the details tab, sort on cpu there and see what's going on and report back. This is a software issue at play not a hardware issue.

That's not related to the board either, it could be the thermal paste applied badly or dried up, maybe the cooler isnt working properly, just not the board.

If it's a liquid cooler, it could be the pump

Also check if they speed up properly as the CPU starts to cook

you have to check it yourself. Touch the cooling block on the CPU when the system is running, if it doesnt vibrate then your pump is either broken or it's not receiving power. If it is vibrating, check the paste. If the paste looks good (i.e. fully covers the cooling block and CPU, not so dry that it can crack), your cooler's the problem
