Are blower gpus temps affected by case fans?

Depends on the case and fan 

 

If it's a high airflow cases with a lot of mesh and high airflow fans the benefits are good especially when it ur card is a blower type

Beneficial, yes, but to what degree, it depends. Blower style gpu's take air in from inside the case through the fan, and exhaust the hot air through the back of the card where you typically plug in your hdmi/dp cables. If there's a case fan blowing cool air at the blower's intake fan, then there'll be a temperature difference. But the benefit ultimately depends on your case and fan configuration.

Phantek p300 with 2 front 1200rpm 1rear 1200rpm 1top 700rpm 

The fans are the aerocool p7 other than the top which is a cheap loud Arctic one which is loud

You can try removing the side panel and see if load temps drop. If there isn't much of a difference, then there probably isn't much improvement to be made with the system airflow.
