Windows won't boot with new ram

I installed new RAM in my laptop. The RAM is recognized by BIOS,  but when I want to boot into windows the screen freezes with an underscore in the upper left corner. It works normally once install the old RAM back.

Does anyone have any idea what could be the issue here?

 

Laptop: Toshiba Satellite A660-11M

Try removing one of the sticks and vice-versa. You probably have a malfunctioning stick.

Unfortunately this didn't work. I've tried all the sticks in all slots. BIOS sees them but windows won't start. It works with one old and one new stick though.
