Here are my requirements:

16gb ram (8gb if really needed)

I don't know what tax is like in your area (I'm assuming you're from the USA?) so this is a list just under 1000 USD for a build (not including peripherals, monitor or Windows?

I didn't include a monitor because I don't really know what this system is for.

For a gaming build something like this would be a good option: https://pcpartpicker.com/product/Br8j4D/acer-kg241-pbmidpx-240-1920x1080-144-hz-monitor-umfx1aap01

But I wouldn't recommend that for a photo or video editing build.

Intel would of course also be an option for this build and might even be a better option if you were to game on 144Hz.

Something like a 9400F system for example.

But as I said, I don't know what sales tax is where you live, so that build + monitor would put you over the 1100 USD mark. To cut down cost you could probably get a simpler board, no HDD (it's not really needed), maybe get a simpler case and with the monitor there's also some stuff possible..

Those savings could probably net you a build about 150 USD less that what I have listed above.

Without knowing your location, shipping and tax rates it is impossible to make recommendations. Post a pre tax and shipping budget. Knowing how the system will be used would also be helpful. Keep the $30, your system will need it.

What components are poor?

Locked cpu for starters with a Z390 chipset.

The cooler is overpriced for a locked cpu. You don't need to be spending nearly $60 on that.

Motherboard is pretty crap considering you can get a Gigabyte Z390 UD for less.

You can probably save $40 on the ram by not getting RGB.

Hard drive could be better i.e Seagate Barracuda or WD Blue etc. That one looks like an older Toshiba model.

A 120GB SSD is way too small considering you can get a 250GB+ for not much more.

The psu is pretty crap as well.

There's a good reason for that. Z390 will allow RAM speeds of 3000MHz+. There are titles which show up to a 16% improvement in FPS going from 2666MHz (which is what the B-boards are locked to) to 3000MHz. It also will allow a real upgrade path to the 9700K and the 9900K, whereas the B-boards all have far weaker VRMs, cutting off any upgrade path.

The UD is only $20 more than the B365 boards. It's definitely worth it for the RAM speed boost and the upgrade path.

Here's my build. I fit in a 2070:

EDIT: I just realized a monitor was a part of the requirements, so here's a similar adjusted build:

Both build sport the 9400F, an excellent gaming chip, 16GB of RAM, an A+ tier 80+ Gold PSU, and a dual fan RTX 2060/70. Neither build includes a CPU cooler because the cooler that comes with the 9400F is sufficient in terms of cooling capacity. The only thing is it's louder than aftermarket solutions. I'd say give it a try with the stock fan, and if the noise does get to you, you can always get an Arctic 34 Esports ONE cooler for $30.

Is there any actual data that supports the fps improvement with a locked cpu and faster memory? If so a link would be useful.

Yeah, it's here:

See The Division 2 for the quoted 16% gains. Also note that the 9400F doesn't scale much at all beyond 3000MHz, so those 3400MHz results are very comparable to 3000MHz.

I did state that the Gigabyte board was a better buy. If it was me I would probably go Ryzen and hope that they nail it with the 3000/4000 series cpu's. We need some competition for 1080p 144Hz instead of just Intel suggestions all the time.
