Custom Aspect Ratio Converter

Hi, i want 8:3 aspect ratio to a video and need a converter, any suggestions?

Handbrake probably can do it.

I'm not so into these things, but FFmpeg might be another option. I haven't used that one, not really. But according to https://superuser.com/questions/907933/correct-aspect-ratio-without-re-encoding-video-file and https://trac.ffmpeg.org/wiki/Scaling all should work.

so if i set it up will the video be saved as the a r that i want(to open it from a different player and still have the same aspect ratio)?

By reading the guide, if DAR (Display Aspect Ratio) is set, then saved file will have that aspect ratio always. The other option would be to force player to default selected aspect ratio. But anything but reading those guides is beyond me, I haven't really done aspect ratio changes.
