So recently I got a RTX 2080 TI as a gift (don't ask) and was wondering if I need to upgrade. Currently I have a i5 7600k, gtx 1060 6gb, and a 1080p 144hz monitor. Should I go ahead and put the 2080 TI in my system or should I upgrade first? If I  upgrade should I upgrade my CPU or monitor as I only have the cash for one currently.

def don't need to upgrade the monitor unless you are looking to improve imagine quality, but upgrading from a 7600k to a 7700k is a bit wasteful, wait for zen 2 imho.

Just pop the 2080 ti in your system! It's, graphically, a pretty solid upgrade from your 1060, and with your 144 hz monitor you'll probably be able to used that extra available performance. Only upgrade your monitor when you actually want something better/different, don't upgrade it for the sake of "I can upgrade/my GPU "could" handle more". :) Run task manager or whatever to see if you are being bottlenecked by your CPU while gaming/doing whatever, and only upgrade if you actually see a bottleneck, otherwise, you're just fine right now (which I expect to be the case). :) Generally, if your GPU runs at 100% during games and you're not stuttering or so, it should (!) be the GPU that is still the bottleneck in that specific scenario.

PC SPECS: CPU: Intel Core i7 3770k @4.4GHz - Mobo: Asrock Extreme 4 (Z77) - GPU: MSI GeForce GTX 680 Twin Frozr 2GB - RAM: Crucial Ballistix 2x4GB (8GB) 1600MHz CL8 + 1x8GB - Storage: SSD: Sandisk Extreme II 120GB. HDD: Seagate Barracuda 1TB - PSU: be quiet! Pure Power L8 630W semi modular  - Case: Corsair Obsidian 450D  - OS: Windows 7

Just because your CPU will bottleneck the 2080 Ti it doesn't mean you experience won't be better with it.

I would be more worried with your PSU being enough for a 2080 Ti...

Had a 500w but I just purchased a EVGA supernova 750w G3 a few days ago because I know I needed a better one
