As much as photos can be appreciated it'd be great if we knew what specs it features... ever tried DXDIAG.exe?

Reinstall OS. Easy fix.

 

Anyway. What kind of budget would be? Its OEM PC. Mobo looks standard, but PSU is probably 300W only. So upgrading GPU to GTX750Ti etc. is iffy at best. CPU would need to be quad core, and maybe OC'd. CSGO is CPU heavy. RAM needs slight bump if possible too.

 

So overall, unless you have really good selection of used hardware in your area, new build is much better option.

why 2? I'd recommend getting some prebuilt dell or hp perhaps with 2nd or 3rd gen i5 for like 150 and with the other 150 you can spend on a solid graphics card to make an overall good system to run most modern games.
