I thought it had something to do with infrared but I don’t know how you would use it.

I used to have a SlingBox that would allow me to watch my satellite TV at college. It used that exact cable to control the satellite remotely. It is definitely an IR Blaster.

You know how modern TV remotes (the ones for TV boxes, not the TVs themselves) will often let you program them to other devices too?

 

Those IR blasters you have are supposed to be plugged into some master box and taped to a cable box or receiver, so the master box can control other things. So instead of just having the remote itself control everything, your remote controls one box and that box pretends to be the remote for everything else.
