Personally an i9 is overkill for Photoshop and similar workloads

I would buy an i7 instead, and put that money towards a GPU

i7 6700k, GTX 1080, Crucial MX 300, Maximus VII Hero, WD Blue, 16 GB RAM

I'd wait and see what AMD releases in a couple weeks. Seems foolish to build now. Plus, since you don't have money for a full build now anyway, makes even more sense to wait. 5 years seems overly long to be unable to upgrade.

If you're not a heavy user than buying a 9900k makes absolutely no sense ;)

Why do you love Intel more than AMD? Any reason or just the usual 'because it's intel'? The brainwashing is unbelievable. Unless you want 240hz in fairly demanding games on your 2080ti and godly monitor, Zen gets the job done as well. There is no reason to pay more for performance you don't necessarily need.

Get ryzen 5 2600. You won't regret it. Or wait for zen2.
