I have a gaming rig together and I want to build another pc to handle my streaming and recording only

Here are the specs of my gaming rig: 

intel i9 - 9900k 8 core 3.6ghz

asus rog maximus xl hero

nzxt kraken x72

gskill tridentZ 32gb ram 3200mhz

geforce rtx 2080ti

samsung 970 evo 250gb

2tb seagate barracuda

seasonic focus plus 850w gold

 

My only scare right now is that I don't know if I should use a PCI capture card in my pc or stream over ethernet because I don't want to experience any input lag on my main gaming rig when playing on my monitor. I want to be able to have the same reaction speed just like how i play without the stream pc. And I don't want any frame drops either. PLEASE HELP!

obs ndi... Iused a i5 3210m with the intel coded, worked nice, also you need gigabit ports...
