Wraith Stealth Cooler not soo cool

I am using stock ryzen 2600 cooler and my temps on load go upto 80°C. Bios and Hwmonitor shoes the fan speed maxing out at 2650-2567 but I can't hear the fan noise, even if I take the side panel off it is still not loud. Is my fan even moving at 2660? Or bios and testing apps are showing false rpm? Is that even possible? Anyways what should I do for the high temps. 

Ps: can't find noctua brand in my country the only one available is nh d15 which is much bigger then my case about 5 mm bigger.

can you see if the fan is spinning while you use the pc?

80*C is still well within reason. I see no reason to worry.

Which case do you have? How many fans on the case? Which motherboard and cpu?

The case airflow is not the best because front is fully tempered with some holes. 3 intake fans 1 rear fan. R5 2600 cpu/ gigabyte x470 mobo.

that could be a worry. would perhaps look into aftermarket cooler if that is the case. 95*C is still within "safe" operating temps, but it is not ideal.

Well, maybe some mid-range air-cooler would do wonders for you, something like the Cooler Master Hyper 212 Evo.

I want to oc the cpu to 4/4.1 ghz too as it is bottlenecking my performance in games and I can't reach 144fps even when my gpu usage is hardly 50-60% (in bf 1/v). Will hyper 212 be enough? I have 100$ sitting spare I can go for some entry level aio aswell like ml240l or h80i. And I will upgrade to 3000 series next year so maybe I can use the cooler on that later on?

If you have the cash (and it seems you do), buy a high-end air cooler. AiO-s last for a couple of years, air coolers have a far longer lifespan.

My primary build is the same as yours, Ryzen 5 2600 with an x470 board. Those temps are unusually high. I have enabled the "Game Mode" bios profile which boosts cpu clock to 3.9 on all cores and my temps never exceed 54C while under heavy load. I would try reapplying thermal compound, I use Arctic Silver 5. If you're looking to overclock to 4.1 yes you absolutely need an aftermarket liquid cooler. I used to have mine clocked to 4.1 with a CM MasterLiquid Lite, but unfortunately the pump had failed so I went back to stock cooler.
