I have a dell optiplex 390, with

Intel core i3 2120

8gb ddr3 1333mhz

EVGA 450w 80+ bronze

Nvidia GeForce 1030

but wanted to upgrade to be able to play games like CSGO, BeamNG, G-mod, ect.  Should I get a new cpu & GPU, like a 2-3 gen i5 or i7, and a nvidia quadro k4000 or should I get a older workstation, like a Hp z400 or a dell precision t3500?

What kind of budget do you have to upgrade? If its a reasonable amount you could as well build an entirely new system

Honestly just save up a bit more, even the absolute bargain basement I tried (with decent performance in mind) still comes out to $260+
