For Twitch and YouTube, the client-side (meaning the viewer) can choose a resolution below what you are streaming. So if you stream at 1080p or 900p, in both cases viewers can also opt for 360p, 480p, 720p and maybe other resolutions as well, depending on their situation, they are not forced to watch it at the resolution you stream at.
Scaling down on your side adds some additional load on your side too.
