re scale for obs settings question?

so i think i should re scale my output sources from the default 1920x1080 to something like 900p or 1600x900 because it would make for a more enjoyable experience for people stopping into my stream as i dont have any viewers and the majority of viewers i think stopping by would have a potatoe pc no offence should i use the rescale output option found int the output tab as well as output scaled resolution on the video tab set to 1600x900 or just match that to the default 1920x1080

For Twitch and YouTube, the client-side (meaning the viewer) can choose a resolution below what you are streaming. So if you stream at 1080p or 900p, in both cases viewers can also opt for 360p, 480p, 720p and maybe other resolutions as well, depending on their situation, they are not forced to watch it at the resolution you stream at.

 

Scaling down on your side adds some additional load on your side too.

but i thought you had to be partnered to have that on your stream as of twitch which im streaming on

To be able to always get it, yes. If there isn't too much stress on servers, they trickle it down to common streamers. But its random afaik how its delivered. More tiers you have on Twitch, more likely you get it.

 

But its not that much about resolution than bitrate. Twitch has set bitrate range for each resolution and scaling is more about lowering bitrate when resolution is lowered. If you don't have scaling from Twitch, user only gets "source" option. Meaning that they need to match download speed to get your uploaded bitrate. So 720p is usually under 3500kbps, meaning that 5mb down connection will get smooth experience.
