Did you do the Geforce Experience auto-update thingy? GE often does a crappy job at wiping the previous driver to install a new one therefore your best bet right now is DDU in safe mode and reinstall the latest driver fresh new.

 

Might want to avoid updating the driver all the time by the way as it's likely to break things soon or later and unless you need a GameReady driver for a new game you don't really need to update it all the time.

Did you click express or custom install? You should always click custom, click perform fresh install which will remove all the old driver and stuff. Its not uncommon for them to release shit updates, they're focused purely on their new 2xxx cards. My 980ti has lost frames and every update i perform brings new issues for me, primarily with video and audio desync on youtube, twitch and netflix.

This is really bad advice, you're only focusing on the negatives when i've seen positives from driver updates. They give you an option to completely remove the old driver etc when you click custom install, this also allows you to remove drivers you don't need ie 3d driver and vr driver for me, i use neither of those.  While i do agree with you that not all their updates are good, you can't stop updating as a means to bar a  few bad updates....

I ended up using DDU and installing the new driver. I try to update every month, but I was a little busy recently and haven't update since 417 in January. After installing new drivers, I am still losing around 20 fps, so I think it is a bad driver and I will probably go back to my old one until a new update comes out.

That's your call honestly, personally a 20 fps drop when i'm getting well over a 100 isn't noticeable to me, the only reason i even know about it is the fps counter. I overclock my system to get the most out of it but you might not have unlocked/overclockable parts yourself so wouldn't know if that is an applicable recommendation.

Ah that's fair, maybe try a decent overclock to speed things up a little on the cpu and increase the clocks on the card again, without more data that's my best advice, i use hwinfo to monitor what is going on in my system, i can see how much my card is being utilised and same with the cpu on one screen and game on the other.

I noticed an issue myself when after upgrading to the latest driver, i have a rtx 2070 and now it won't go past 100% power limit, even though its set to 130%

There are known issues with the latest driver so go back the last one.

 

425.31 drivers are fine.
