Things that I have try and what the result I got:
- I have try change the ram = still bootloop

- I have try change the OS drive = still bootloop

- I have unplugged my GPU and use onboard graphic = 1/3 of booting I able to access to bios and window

- I have try reinsert the cpu = still bootloop

I hope you arent plugging in both GPU's. That itself can easily cause an issue.

Also what cooler are you using on the CPU? You didnt say if it was properly being cooled.

Otherwise turn the computer off, turn off the power supply, then take the battery out of the motherboard located around the PCIE Slots. This should Reset your BIOS and fix any potential issues.

Then With ONE stick of ram, the CPU only (HDMI to motherboard) try seeing if you can fully boot. Then Get into windows and see if it will work. IF this doesnt work then you may have a bad CPU or motherboard.
