Eh, it's just a privilege-escalation issue. The same rules apply, as always: don't download and run stupid shit on your PC and keep your Windows up-to-date.

Every month they patch dozens of serious vulnerabilities.  So that's nothing special.

It's worded poorly, they don't mean that someone would have to physically access the PC. They just mean that a malicious person need to already have a local access, ie. like getting a dumb user to run an .exe they got in an email.

There are a ton of new Windows/MacOSX/Linux vulnerabilities regularly. That's why you have to update your systems.
