whats broke, me, windows or network device

have had an issue with my network interface noncard for about a week or so now, no lights, no connection, no nothing it's like its turned off but it turns on randomly and turns back off again when I restart or shut down the computer, i know its not the cable or modem since my server works fine with the same everything, and i would reset windows but its throwing an error when i do that

I would say the NIC is dead or as good as dead. Could you try with a different one?

Okay, it was worth a shot. Could you perhaps borrow one from someone? 

Have you tried removing the device in device manager? After a reboot it should reinstall the driver and everything (might want to pre-download the latest driver, not sure Windows will pick it up and get it working without an internet connection)
