Need advice for a PC upgrade

My friend is currently having problems with his PC. He's running windows 7 on a desktop computer. He has an i5-4670k and a gtx 660, the CPU usage is extremely high, fluctuates from 50% to 100%. What PC part should I upgrade, he wants to get something in the $200 CAD range.

 

Another side question is, can I use a USB to get free windows 10 upgraded onto his computer or does he need to buy a disk. He has no important files so he is fine with a clean wipe.

Check the temperatures and frequency of the CPU first, sounds like thermal throttling to me

SSD for the OS (if they don't already have one). Graphics card. Maybe new CPU cooler if required due to thermal issues per above post.

SSD if the OS is on an HDD. Maybe a better cooler if the CPU is overheating. A better graphics card if he's gaming. Maybe a used Xeon or i7.

 

To get Win10 free, you have to do an upgrade install from inside the installed Windows, not a clean install. After that, you can do a clean install and Windows will activate.

And yes, you can use the USB to do this.
