Every single AAA title I have tried to play on my new pc fails miserably. Metro Exodus is no exception I tried running the game with vsync on ultra frame drops and input lag were crazy. Changed it to high same thing. Turned off vsync and the frame drops continue as well as the game being a stuttery mess I dont get what the problem is because the game does not have any drops below 70 well running but will drop from 100 to 70. Is this a problem with my computer or just the game?

Yeah cpu is at 49 degrees gpu around 70. Cpu running at 60 to 80% and gpu running at 90-99.

What about RAM? Is your system registering all 16 gigs? Is it running at full speed?

Yes, its running the 16gb at 2100mhz. Which is the right speed.

That is very slow for DDR4 RAM.

Starting to think it is just my monitor. Is this a possibility?

Its not your monitor unless you're having frame skipping, then it would be happening 24/7.

Have you tried switching between DX11/DX12?

No, but I have heard that dx11 runs better which is what I am running it at. I recorded a video and the gameplay looks fine the lag that I am experiencing is not showing up in the video.
