yes but it is all in luck of the specific ram sticks that you get.  It may overclock to 3000mhz or it may only overclock like 200mhz its just like when it comes to a cpu or gpu

it really depends, you will need to overvolt the sticks and use loser timings, plus you need luck and experience in overclocking memory

You need to play with the voltages and timings and see how stable it is. I'm certain the Vengeance LPX can go up to 3000MHz, the only question being how stable it is? 

 

I overclocked my own Corsair Valueselect 2133 to 2866, I think running 14-16-16-36 timings? But anyway, just check up the manufacturer specs on your LPX latency timings (CL etc.) to make sure you don't go overboard with the voltages and stuff

Basically overclocking RAM you need to go into the BIOS, refer here for an example

 

Its more than just smacking on whatever DDR4-xxxx speed, as you should fine tune the latency settings (just CL, RCDRD, RCDWR, RP & RAS would do) according to your RAM specs.

 

For $95 you can do better than 2666mhz anyway. You could get G-Skill DDR4-3000 2x8GB or Corsair LPX DDR4-3000 2x8GB at that price point. 3200mhz even at a push if you can find a deal
