CPU dropping to 800Mhz

Try running ThrottleStop and disable BD PROCHOT.  This is a common throttling method used on many laptops.  Disabling this will block throttling signals that are coming from outside the CPU.

As you can see in the Picture my CPU drops to 800mhz when I start playing BfV then starts to go up again but always drops to 800 for a short time. I have an Asus GL702VS with an I7-7700hq and a GTX1070 with the newest drivers and BIOS. The CPU Temp. is around 80C so no Thermal throttling. You could try changing your Windows power plan.
