The only real way to have all 16GB usable is to not have an operating system, which will render your PC somewhat useless. Your system is behaving normally, there are no problems or reasons to change anything. Posted March 13, 2019 Actually, the reservation is from your hardware. One of your hardware is reserving space. I suspect, as it is usually the case, Intel integrated graphics reserving 128MB out of your 16GB of RAM.
