It means that on full stock settings it has an all cores turbo boost of 4.3ghz and this is the frequency it will run if cooling and power feeding are appropriated for it when all cores are being utilized.

turbo means if thermals and power allow it will boost up to 4.6 gigabyte on a single core

 

and 4.3 on all cores

Turbo is an automatic process that almost all Intel CPUs have. It will increase the speed of the processor based on how it's being used, and for the 8700 the turbo acts as follows: 4.6GHz for a single core in use, and it decreases by small increments to 4.3 at all cores.

You still are able to OC it at 4.6 on all cores!

In practice, expect it to run at 4.3ghz unless you live in a very hot climate in which case the stock cooler isn't enough and it will throttle.

You're wrong, the maximum you can "overclock" the locked i7 8700 is 4.45ghz all cores, which is the frequency mine is at, through BCLK at 103mhz.

 

Intel locks booting if it goes any higher than this regardless of what motherboard/BIOS you use, it's hardware micro-code.

Yeah, I tried to bump the turbo on my brother's i5 7400 and it wouldn't stick, I only wanted a 100MHz bump too :(
