Ryzen 5 2600 Overclock Not Staying Static

So, i just upgraded to ryzen 5 2600 and i bought the Asus ROG Strix B450-f Gaming motherboard. I successfully overclocked to 3.9 Ghz. The only problem is, after about a minute of just sitting on the desktop after booting up and logging in, it is automatically boosting, so i have a much lower clock speed when not under load. I just want to have a static 3.9 Ghz all the time. I cant figure out how to stop it from doing this. I have disabled boost, disabled c state, disabled auto overclock, and i cant figure out whats even causing it to ignore my overclock and just start boosting. Please help.

i did some research and apperently the c-state thing is the same as amd cool n quiet. theres is nothing actually labled amd cool n quiet in my bios.

it's usually in the CPU settings, but varies from manufacturer though. It's definitely there on my b350 ASrock board.

Yeah I did a quick google-fu, and couldn't see anything. Maybe they removed it for b450 then and opted just for c-states control in the AMD options instead.

 

The other thing you could do is just set the power options to performance, or even just alter it to 100% in the min power options for whichever plan you like.

Oh, hang on, I just thought what you meant... you mean it's still boosting to like 4.3 on single core for example? instead of staying at 3.9 on all cores? if so you may not have turned on "all core oc" or maybe still have XFR enabled. Is there a reason why you don't want it to boost though? is it overheating or something? it shouldn't do.

For some reason I thought you meant it was downclocking and you wanted it at 3.9 all the time... which is weird as the CPU downlcocks when it doesn't need it to save power and heat.
