My RTX 2080 is Under-performing! Help!?

I got my card ( Gigabyte Gaming OC) around a month ago and 
in gta 5 i have at max settings at 1440p just under 60 fps. When i look on the internet and i see that my card achieves at 4k ultra in gta almost 80 FPS. Please help!

Update: My cpu is an i9 9900k Cooled by and corsair h150i pro ( a triple fan aio radiator) , i have 32 gb of ram 3200mhz , ASUS MAXIMUS 11 HERO, EVGA 850 g3, I have a 500gb hard drive and a 1TB Samsung 970 evo,  I have the power for the gpu plugged into the gpu 1 and gpu 2 power slots of the psu, could that be the problem?

 And usually my gpu goes to around 86 degreees Celsius maximum but sometimes its 50/60 when gaming

Did you upgrade from a different GPU? There could be issues caused by an older card's drivers.

yes, i had a gtx 1060 6gb

Use DDU to wipe all nvidia drivers and reinstall the RTX 2080's drivers.

Just look up DDU with Google or whatever, it's "Display Driver Uninstaller". You should find instructions with the download.

Yeah i installed ddu, entered safe mode, did a clean with restart , installed drivers from geforce experience, restarted , nothing. what now?

Do you have any bench-marking software? Try running software and have a monitoring software open to see if the gpu is being utilized. Also note that with games like gtaV there are big differences in performance depending on what is being rendered at the moment. Alot of reviews/benchmarks are done at specific spots. You could also try reseating the card and the power connectors.

it is being utilized, around always like 98- 100 %

What monitor are you using?  If you lower the graphics settings do you see an improvement in frames?

its a pg27vq i think, but the thing is that it should perform way better at max settings and i bought the card so i don't have to sacrifice quality for performance...

1440p 165hz demands a lot. We have very similar system specs and I don't hit a consistent 165 with a 2080 ti

well yeah i agree but i just think that i should be averaging way more that 60-70
