Gpu making strange noise

Sounds rather loud. Is it performing normally? Does it make that sound if the fans are not spinning?

Sounds like a dying fan. When not gaming (don't wanna overheat), use msi afterburner to manually set the fans to 0% speed, is the noise still there? then set it to like 50% and 100%, is the sound now back?
