Weird Corrupt Cursor (orange)?

I am running into an issue with a weird orange corrupt cursor on my desktop PC.

It can be seen by the naked eye, cannot be captured in screenshot. I filmed it using a phone's camera.

My PC

OS: Windows 10 Pro 1809 - 17763.316 (64-bit)

GPU: GeForce GTX 1060 6GB (Version 419.17)

CPU: Intel i5-4690

RAM: 32 GB

 

Anyone else running into this, or know the cause/fix?

you might want to ease up on the adderall for a while, that looks fine to me.
