Normally you do it a little something like this:

(timestamp at 15:10)

 

This metal bar looks a bit different though.. I don't really see how it clips into the keycap, but normally you hold it a little above your keyboard, insert the clip (which stabilizes the spacebar press) and then just push it down. Looks a bit like the metal piece is missing some piece on either end that clip into the keycap.

 

In theory you could use the keyboard without this metal bar, the spacebar will just feel different and be less stabilized.

It's possible the spacebar keycap was not using the stabilizer before and just rested on it.. It just kind of looks like it's missing some thing.

 

Worse case scenario, if it doesn't type well anymore (the spacebar) you could get a long piece of metal (like a large paperclip) and bend it into place to create a make-shift stabilizer :)
