No display/doesn't't turn off with power button.

Hello, after turning off my Pc which had been running for around 11 hours i returned shortly after. Although the pc didn't put out any display to either of my 2 monitors, they just stayed black. When i attempted to turn off the pc with the power button it kept on running.

 

Specs

OS - win 10 x64

SSD1- kingston 120gb (runs os)

SSD2 - samsung 250gb (games)

Harddrive - 1tb hybrid (brand tba)

Cpu - ryzen 7 1700 (stock speed)

Cooler - stock wraith spire cooler 

Mobo - gigabyte aorus gaming 5

Gpu - gigabyte rx 470 8gb 

Ram - 16g  corsair 

Psu - 1300 evga supernova

 

Before this occurred the Gpu was experiencing clicking noises, which i believed to be the fans,the gpu rarely strayed past 70c even with this occuring. I was planning on upgrading soon anyway. 

 

However, when i turned on the pc neither the gpu fans or lights were working so i assumed that the card had died. I swapped it out for a spare gigabyte 1050ti where the fans worked, yet there was still no display and the power button problem was still there. 

 

I also noticed that the mobo lights weren't also on although power was still been provided yo the fans, cpu cooler and led light. The mobo also shows a digital number on a small screen 

 

 Any help or suggestions are appreciated.
