2080 is the way to go, though, judging by your name I'd suggest GTX 1050 Ti as it is considered somewhat budget

Budget doesn't mean cheap, it just mean spending smart. I got a vega 56 in my matx 2600 system that I paid sgd$409.00(usd$270.00++)for rather then paying sgd$588.00(usd$400-500.00) for  gtx 1070 or a 2060.

It's called smart spending.

1080ti - 2080 isn't that overkill for just lunch time gaming?

Well, if you lower your 4k screens resolution, get a 2060.

But 4k will rape any GPU bar the top ones

You want to put your GPU inside a Workplace COmputer???
Do you own it? Are you allowed to do it??

...wich probably isn't allowed/legal.

Or even possible as we are probably talking about a DELL or Lenovo system wich comes with a proprietary, low watt (up to 350W) PSU anyway....

So you can't do that...

And you shouldn't...

Anyway, what you really want/need is a Nintendo Switch.

Maybe 3DS

Not a Graphics card in a Workplace PC.

Yea, like Stefan said, who knows what PSU is in the PC. Do you know the rest of the specs? are you allowed to modify the computer? If you really mean only playing on your lunch break, nothing is worth it unless you get like 4 hours a day for lunch..

What kind of game will you play??

It really depends on what games do you play... AAA games, sure you will need a beast like the 2080, but for some light gaming an RX580 would be fine even at 4K. I played a few JRPG's at 4k even with my RX480 card (via VSR)...

World of Tanks, and my fav smite since its free

What are you looking to spend? I would get a used Vega 56/64 or a 1070/1070 ti off eBay. I wouldn't spend much more if it isn't your primary, and those cards are fine for most games. You can always lower the settings/resolutions to get better FPS. The Blower style Vega 56/64s are the cheapest and since you won't be playing for hours at a time you won't have to worry about thermal issues, not there really are any..

I ca get a new powercolor rx vega 56 8gb red dragon at (sgd$409.00)usd$300.00++ new

Apparently a 1060 can handle World of Tanks 4k:

While i can't say for sure in theory smite should be the same so an RX 580 should handle them decently.

I'll pick up a powercolor RX580 8gb for sgd$295.00(usd$100.00++) new then
