Is overclocking to turbo speed overclocking?

can stock cooler hold turbo speed of cpu?

(from 3,6-3,9) do you consider this overclocking or just locking it to turbo speed?

Its overclock, look this , I had a 4790k 4gh 4,4turbo, Even at 4,4 steady thats like oc, maximum is 4,6-4,7 not so much room , so turbo is "factory" oc. Your turbo will depend also on thermals , not like when you lock it.

If you run all cores at the all core turbo speed (PL2), I'd say that is not overclocking. If you run all cores at the single core turbo speed, that is.

Depends on the CPU. But most likely yes. If your are dealing with Ryzen you can probably go higher

If your CPU can do that speed on a board that doesnt support overclocking, then it's not overclocking. Otherwise it is, no matter if it needs manual intervention.
