For my future gaming rig build I'm thinking of getting a motherboard with 4 RAM slots. Should I just get 2x8gb of DDR3 or 4x4GB of DDR3?

What type is the motherboard??

Are you sure it's DDR3 and not DDR4??

2x8, it isn't going to make a difference performencewise, and you can still upgrade it if needed

Yes I will be using an x79 motherboard with an i7 3930K and a GTX 1060 6GB

You're buying in to an older platform without any upgrade path. Unless you are getting a really good deal 2nd hand on it, I would recommend a newer platform such as a Ryzen 2600 instead.

Ryzen with DDR4 is out of my budget. The CPU and Motherboard combined is $200 and I could probably get the ram for $50-75.
