Are all LED's the same?

If you buy LEDs from two brands with the same wavelength specification they will probably be very close to identical, but you will probably be best served buying bulk from one manufacturer. If the manufacturing is bad you may also end up with LEDs that look slightly different colors because they require slightly different amounts of power.

It sounds like a silly question: But if LED works the same as a typical color scale, then red should equal X and blue should equal Y number.

If I buy two separate brands of red LED lighting, will they both be the same color of red? (Obviously the amount/quality of light produced can differ. I just want to know if hue does.)

Not unless you get them calibrated... Same reason why different monitors look different even if the panel type (TN VA IPS) are the same.
