Generally the most well regarded phone cameras are on the Google Pixel, Samsung Galaxy, and iPhone. However, just about any high end phone is going to have a good camera nowadays. This being said, nothing beats an actual camera if you're looking for high end photography.

huawei-honor, xiaomi-poco, lg, oppo-oneplus and many more have good options too, but i agree with your explanation

For best camera you'd have to go flagship route. Generally, while the best phones have been mentioned, there is a trick. Most software processings sucks, hence why there are Gcam ports of google camera for other phones, which improve picture a lot, in case flagships are too expensive, or you just think it has better software processing. I for instance on my LG V30 use stock camera for video recording and quick pics when I don't need quality, cstark27 Gcam port for max pixel count and longest exposition for best details that I,can get, and the recent Gcam port with Google Night Sight for low light pictures without flash. 

The ability to google properly is a skill of its own.

Google Pixel 3 (XL)

 

Huawei P20 Pro / Mate 20 Pro

 

Galaxy Note 9

 

 

They basicly all have their Pros and Cons, depending on scenery, and their own "uniqueness". Huawei is bad on Video stabilisation for example.

Watch many youtube comparisons between the latest flaggships, 

but tbh, if i were to buy a smartphone with THE Best camera, it would be either Pixel 3 (XL) or Mate 20 Pro (or P20 Pro.. but at this point, i would wait for the P30 Pro!!), depending on which results i like more (-> Youtube, reviews etc).

I would actually only put Pixel 3XL and Samsung S9+.

 

You are also gonna get some results from Mate 20 Pro, but those two are your best bet.

 

As for the Note, its also good but not as good as S9+.

I wouldn't say S9+ has the best camera out there... really not. Huawei is better, Pixel is better.

S9+ is still very good, but not an option if you can buy a Pixel.

In fact, Samsung doesn't really shine in anything, and still doesn't have a dec ent night mode - when it comes to low light, Google and Huawei's Flaggships pretty much DESTROY any Samsung phone right now.

 

Samsung does have some weaknesses, where it loses against others pretty damn hard. For example, bright spots are burning out.

 

You can see that in many Youtube comparisons,for example here:

 

Minute 1:42. Note 9 is the only phone, where you can't see anything outside the Window.

 

Also, the Lights aren't in control in minute 5:00.

 

 

Overall i would say, Samsung's camera "misses" more often than Pixel, so in my Opinion: Samsung phones are no alternative here.

 

 

btw: Note 9 = S9+ for camera. Same camera hardware, but newer software on the Note 9 (S9+ got the same updates too), which is why Note 9 had a higher score in DXOMark.

Overall, they will be identical.
