Best-buy Asus MBO?

I'm having trouble picking an Asus MBO for Intel Core i5 4670K, it has to be Asus because of Fan xpert 2, but pretty basic with just the newest standards like USB 3.0, SATA 6Gb/s and PCIe 3.0, no SLI or anything else fancy besides on-board sound.

Can I get such MBO for around 100 US dollars or less?

Asus because of Fan xpert 2 specifically or fan control in general? Other motherboards from brands like Asrock have their own fan utilities like FANrastic tuning and such.

Also, literally any z87 Asus mobo will fit your criteria. Pick whatever looks good to you.

Sigh, Best Buy doesn't exist in my country, I thought if I put a dash between the two words and not capitalize the second word people wouldn't be confused but too much mental acuity needed for that I guess...

Then perhaps "best value" would help not confuse some of us :)

Some MBOs have "Windows 8.1 ready" label, what exactly does that mean?

It means 'Windows 8.1 will run on it'. It's nothing special.

I think ASUS Z87-K would be the way to go, it has that 5x protection feature I've never heard of before but it sounds good.

You may not get an ASUS z87 motherboard for $100 but more like $135 - $155.

A water-cooled mid-tier gaming PC.

I don't believe any of the Asus Z87 motherboards sell for less than $100. Perhaps you can find the Z87-K on sale somewhere. It is usually the lowest priced of the lot. Right now pcpartpicker is showing it at ~US$102

80+ ratings certify electrical efficiency. Not quality.

The Z87-K is the closest you can get in terms of an Asus Z87 board for around $100:http://pcpartpicker.com/part/asus-motherboard-z87k

Wouldn't recommend getting B or H chipsets as he won't be able to overclock the cpu with these motherboards.
