CPU Upgrade for my system

So I thought it was time to upgrade my computer with a new cpu. CPU is almost alway running on 100%, monitor keeps freezing, audio keeps cutting out when talking via discord. System form around 2013 with a new Video Card and some storage.

Storage	Samsung - 850 EVO-Series 1 TB 2.5" Solid State Drive
Video Card	EVGA - GeForce GTX 1080 8 GB FTW Gaming ACX 3.0 Video Card
Case	Fractal Design - Define S ATX Mid Tower Case
Power Supply	Corsair - Professional 650 W 80+ Gold Certified Semi-Modular ATX Power Supply

So as you proberly know it's an old CPU so i would need to buy a new CPU, Motherboard, Memory, Cooler and Power supply depending on energy consumption. I'm trying to save a few bucks and keep my Video Card.

I'm willing to spend around 1000 - 1500 $ to keep my setup up to date. Would help out alot if you guys/girls could give me some guide lines, don't really know that much about computers and there components. Thanks in advanced, and sry for my english.
